U.S. Park Police have identified the man they are looking for in connection with the investigation as 21-year-old Oscar Ramiro Ortega.

Sgt. David Schlosser would not give any details on the connection between Ortega, who has no known address, and the incident, the Washington Post has reported.

He said that evidence recovered in an abandoned vehicle suggested Ortega may have information relating to the shooting.

Ortega, who is believed to be 5ft 8in tall and weighs 160 pounds, has multiple tattoos including one on the left side of his neck that says ‘Israel’.

The incident started on Constitution Avenue near the Ellipse and ended at 23rd Street NW near the approach to the Theodore Roosevelt Bridge.

Witnesses heard shots and saw a car racing on Constitution Avenue toward 17th Street, before being abandoned.

The driver was seen getting out and running away from the scene. An AK47 was later recovered from the car.

It is not believed that the White House, which sits about five blocks north of Constitution Avenue, was targetted in the indicident.

President Barack Obama was in San Diego, California, at the time of the incident on his way to the APEC summit in Honolulu.
