The Democrat and Chronicle of Rochester reports Monday that 31-year-old Bobbie Kugler told police she tossed the burning photos on a dresser filled with combustible materials. The newspaper says the account is contained in a felony complaint charging Kugler with fourth-degree arson and four counts of second-degree manslaughter.

Kugler was arrested Friday and has pleaded not guilty. She’s being held in Monroe County Jail on $300,000 bail. She’s due in Rochester City Court on Wednesday.
