In a letter sent Thursday morning to City Council Speaker Christine Quinn, Kelly outlined a five-point plan to “increase public confidence” that each stop is done lawfully.

Last year, more than 630,000 people were stopped. Most of them were black and Hispanic men. Only about 10 percent of those stopped were arrested.
