The feature called Apps Ops is embedded into Android 4.3 unfortunately it is currently hidden by default. A third party app changes all of that, the app called “Permissions Manager” brings this feature to life, you will need Android 4.3 in order to access this. The app lets you choose which particular apps on your phone get access to read your contacts, access your location, etc. There is no word yet if Google is going to officially activate this feature but in the mean time you can use Permissions Manager which you can download by clicking here !
