Rafael Caro Quintero, an “ex-convict” now, is accredited for the murder of U.S DEA Agent Enrique “Kiki” Camarena in 1985. He was sentenced to 40 years yet was let out after serving 28 years by a mexican judge. The drug lord was apart of one of the most powerful cartels in Guadalajara, that involved working with Colombian drug traffickers by smuggling large amounts of cocaine within their region. How was he able to get away with this? Well I’d say one of the biggest reasons involves the drug lords paying mexican authorities off.

The Guadalajara cartel ensured their future and protection by having “several high-ranking members of Mexican Law enforcement on their payroll”. Those including the commander of the nation’s Directorate of Federal Security.

An indictment stated that the Guadalajara Narcotics Cartel had rebelled and gone into business with Guadalajara drug lords in efforts to “retaliate against DEA, agents and informants in Mexico”.

Quintero did not only ensure his security by paying off police officials but by also spreading his wealth amongst different members of his family and different companies.

“Rafael Caro Quintero allegedly amassed such a large fortune that the U.S. Treasury Department in June targeted the finances of 18 people and 15 companies linked to the drug lord under the federal Kingpin Act”

“The sanction freezes any assets under U.S. jurisdiction and prohibits U.S. citizens from doing business with those named”

“Rafael Caro Quintero has used a network of family members and front persons to invest his fortune into ostensibly legitimate companies and real estate projects in the city of Guadalajara,” AdamSzubin, director of the Treasury’s Office of Foreign Assets Control, stated earlier this summer.

This man seems like a character straight out of a Gangster Film!
