The last time we spotted Steve Francis it got ugly.  Now, we have found footage of Francis wandering the streets during last month SXSW music festival.  There have been rumors that Francis has been hitting the pipe and hitting it hard.  This video doesn’t do anything to slow down those rumors.  Check it out after the jump. @Shay_Marie x @gametimegirl
