He is the second manager hurt since the lockout began.
Paramedics said his injuries were minor. He was taken to New York Hospital.
Con Edison spokesman Allan Drury said the man received “a flash to the face” but did not have information on his condition.
But witness John Corry, 47, said the injuries looked dire after a loud explosion prompted two workers to haul a third man out of the hole.
“His whole face was burned. His skin was starting to come off,” Corry said. “I was concerned for the guy. It’s not good for a young person to get burns in the face.”
Contract negotiations broke down early Sunday and Con Ed sent 8,500 union workers home, saying 5,000 managers would do their jobs instead.
The union warned that managers were unprepared for the hard work involved in keeping New York’s lights on.
“We really doubt whether you can take someone out of an office cube and put him down a flaming manhole,” said union spokesman John Melia.
The utility countered that many of its managers were former union workers who knew the job.
On Monday, a Con Ed manager was burned in a substation fire in Bensonhurst.
Contract talks are to resume at noon Thursday, but the bitterness is growing during the standoff.
The union bitterly complained that the utility canceled health insurance for the workers.
“It’s reprehensible,” Melia said. “We didn’t strike, they locked us out. It’s a real union-busting squeeze.”
He said union workers would be at major subway stops Thursday handing out leaflets calling for the resignation of Con Edison CEO Kevin Burke.
The company said it had offered to extend the contract two weeks, which would have continued health coverage, but union leaders refused.
