Manhattan Federal Court Judge Richard Sullivan rejected the city claims that the arrests on Fulton and Church Sts.were justified.

“The Fourth Amendment does not recognize guilty by association,” Sullivan said.

The decision affects more than 200 people pursuing false arrests claims in connection with the Aug. 31, 2004, event.

That same day, more than 350 people were arrested at a second protest on E. 16th St. that spawned additional false-arrest lawsuits.
